JAMMU, August 01, 2020: The Food, Civil Supplies and Consumer Affairs (FCS&CA) department today moved on Public Financial Management System (PFMS) for greater transparency and accountability of the flow of funds from Government of India to the end beneficiary.
Secretary, FCS&CA, Simrandeep Singh took a meeting to review its smooth roll out with the officials of the Food & Civil Supplies Department and the PFMS Cell in the office of Controller General of Accounts, Ministry of Finance, GoI.
The first release of funds amounting to Rs.7.02 crore, transferred by the GoI, on account of implementation of the Pradhan Mantri Gareeb Kalyan Ann Yojana (PM-GKAY), during April-June period, was made by the FCS&CA Department to its field functionaries which include the Director, FCS&CA, Jammu/Kashmir, and the 25 Assistant Directors.
The funds were released on account of loading/ un-loading charges; transportation of food grains; commission of Private ration dealers; Payment of PoS margin etc.
While launching the PFMS, Simrandeep Singh observed that PFMS will benefit the end user like ration dealers and vendors who are involved in transportation and distribution of ration, particularly during the on-going Pandemic.
Secretary, FCS&CA, lauded the role of Ration dealers who carried out their duties during the Pandemic as Corona Warriors. Secretary instructed all Assistant Directors to immediately release the Dealers’ Commission by registering their bank accounts on PFMS portal. The Government of India will release subsequent installments as soon as Utilization Certificate of this release is submitted.
