Patna, 11th August 2022: Amidst speculations on cabinet expansion, the political bet of Assembly Speaker Vijay Kumar Sinha seems to be increasing the difficulties for the Grand Alliance. Though the ruling parties have started the process of no-confidence motion against him, the wait till August 24 for the assembly session may be overwhelming.
With the change of government, the chances of the Speaker resigning are high, but in Sinha’s case it is not so. He has refused to step down. The Grand Alliance also gave notice to the Assembly Secretary for the no-confidence motion against the Speaker. However, the figures are in favor of the Grand Alliance and in such a situation, Sinha’s departure from the post is almost certain.
CMNitish Kumar and Deputy CM Tejashwi Yadav called a cabinet meeting of the two ministers after taking oath. It was decided that a session would be convened on August 24 to seek the trust vote.
Former Speaker Vijay Kumar Choudhary says that according to the rules, the discussion can take place only after 14 days of submission of the notice and it will be the first agenda when the session starts.
He said, “I have also come to know that the Mahagathbandhan has given a no-confidence notice. In such a situation, the time of 14 days is ending on 23 August and the session will be held on 24 August.”
He added, “On that day the first discussion on the notice on the no-confidence motion will be taken up.”
When a no-confidence motion is taken, the speaker himself cannot preside. In such a situation, the deputy speaker will handle the work. JD(U) leader Maheshwar Hazari is the deputy speaker in the assembly.
