Chief Minister Shri Kamal Nath has instructed the officers to make the draft of loan waiver of farmers in such a manner that no eligible and needy farmer of the state is deprived of it. A presentation on the loan waiver of farmers was given during the meeting of the Council of Ministers held under the chairmanship of the Chief Minister at the Mantralaya today by Principal Secretary Agriculture Development and Farmer Welfare Dr. Rajesh Rajoura.. After the instructions given to the officials by Chief Minister Kamal Nath, the loan waiver scheme will be approved at the Cabinet meeting to be held on January 5.

More than 61 lakh 20 thousand farmers to benefit

It was informed during the meeting that the farmers will get the benefit of loan waiver as on March 31, 2018. In this, expired agricultural loans up to Rs. 2 lakh will be waived. With this, 61 lakh 20 thousand farmers of the state will be benefited and Rs. 2 lakhs will be waived off out of the loan amount of about Rs. 62 thousand 294 crore. These include agricultural loans taken from nationalized, cooperative bank and RRB. To facilitate the farmers, applications can be made at the Gram Panchayat level.

Scheme will be better than other states

The scheme which has been prepared for the loan waiver of farmers in Madhya Pradesh, will be better than the scheme implemented in the state of Uttar Pradesh and Maharashtra. Loan waiver will be provided to the farmers in the state on short-term crop loan.

Change in cut off date for loan waiver from March 31 to November 30

During the Cabinet meeting it was also considered to change the cut off date for loan waiver from March 31, 2018 to November 30, 2018. It was informed that loan free certificate will also be given to the beneficiary farmers on loan waiver of expiry cases. The farmers who have paid the current dues of March 31, 2018 till 30 November, were also considered for providing the per hectare honorarium.

It was informed in the Cabinet meeting that the loan waiver is to be provided only on short-term crop loan. The amount to be paid by the State Government for loan waiver will be credited to farmers’ loan account through Direct Benefit Transfer (DBT). Seeding will be mandatory in the loan account of Aadhar card to get the benefit of the scheme. In the first phase, payment of current out standing loan of small marginal farmers and cooperative banks will be considered. Under the scheme the amount of the expired loans which has been found eligible in the scheme parameters, will be processed after one time settlement with the banks.

It was informed in the meeting that the loans taken after April 1, 2007 or later, which have been declared expired on March 31, 2018, will be included in the scheme. Eligibility lists of the scheme will be presented in the Gram Sabha of the state on January 26, 2019.

It was informed in the presentation that a competent empowered committee will be constituted under the chairmanship of the Chief Minister for the agricultural loan waiver scheme. Committee has been constituted under the chairmanship of Chief Secretary. An Implementation Committee will be constituted under the chairmanship of the Minister in charge at the district level. The loan exemption certificates and honorarium to the farmers will be distributed in public programmes.
